Born in Kentucky, Phoebe moved to Hillwood as a young child and quickly became known for her intelligence, politeness, and academic ambition. Although she is shy and sometimes struggles to stand up for herself, Phoebe can be remarkably determined when her friends need her. Her friendship with Helga and growing relationship with Gerald give her an important place in the Hey Arnold! cast.
