Phil DeVille is one half of the mischievous DeVille twins and the younger twin brother of Lil DeVille. He is adventurous, energetic, and especially fond of anything messy or gross, from playing in mud to collecting worms and bugs. Phil frequently joins Tommy, Chuckie, and the other Rugrats on their imaginative adventures, while his close bond with Lil remains one of his defining traits. As he grows up in All Grown Up!, Phil becomes more independent but retains his playful, adventurous personality.
